I don’t see add workflow option in classic document library settings – workflow setting. If I try to add from ribbon it gives me error that workflow templates are not available. All site collection features like : workflows, disposition approval workflow,publishing approval,three state are enabled. Am I missing something?

Enabled all necessary features for workflows.
