As if I want to redirect my traffic why sites not permission for this as my site is Health & Fitness in USA

I want just to ask for this why this will happening for most of sites, is there is problem for which they are not allowed for traffic because if anyone start blogging for his site he need some kind of platform where he can put traffic and then make it for public, if someone get benefit from this why sites stopping this.
