I’ve been trying to figure out the most reliable estimates for voter registration rates in the 2022 general election and I’m not sure how the counts can be so different between sources. Am I missing something in how they each classify “registered voters” or am I missing something more fundamental? The estimates are about 42 million off from each other.
The Census Voting and Registration in the Election of November 2022 estimates the number of registered voters at about 161,400,000 (Table 2, row 1).

The Election Administration and Voting Survey 2022 Comprehensive Report counts 203,660,564 registered voters (p. 6, bottom paragraph).

I was expecting the counts between sources to be similar, but they’re not at all.
