Scenario: Multi-Level Document Approval

I am having difficulty creating a flow that converts PDFs to Base64. How can I convert a PDF to Base64?

I’m working on a flow that sends automatic email with ticket details when “Status” of an item is changed in MS Lists.

I’m using Power Automate to download files from a website to a virtual machine, but when I create the command at the prompt to schedule the time, the process doesn’t work. However, when I click to download manually, the process works normally. What should I do to make my command work without me having to be online?
