I don’t understand why the time picker doesn’t open up. When I click it, nothing happens. Is it because I need JS for it to work properly?

This might be a bit weird question, but i am new to coding, and i am still learning. I am coding some websites for practise with HTML/CSS and i am practising on JS aswell. But i dont understand why the timepicker dont open up? When i click it, nothing happens. Is it because i need JS for it to work properly?
