Let’s suppose we have a number of GCP projects and several dev teams. What is the recommended way of managing access to the resources in the projects for the different teams?

I have been having issues with quota limitations on the GCP account. I have a full access account but had problems with global VM limitations when other students in my class did not. Now I have quota limitations on cloud domains and other cloud functions that impair classwork for the Masterclass. Would anyone be able to point me in the right direction to fix these issues?
