I have external api and i dont change return url and return url have special characters and when return url works gives 403 url. I dont change return url so comes from remote.

Im using php and my hosting cpanel.
my return url under below.

https://www.mywebsite.com/folder/?fail=true&order_no=&order_id=&invoice_id=59448&status_code=1&status_description=cc+no+istenilen+formatta+değil.&transaction_type=Auth&1&error_code=1&error=cc+no+istenilen+formatta+değil.&auth_code=&installment=1

how can i fix this ? any idea ?

I dont change return url so comes from remote.
