I have an Azure Virtual Machine D4s V3 (4vcpus 16gib memory).
I want to install Android Studio Emulator.
Hyper V is disabled on the Azure VM.
Intel HAXM is required to run my Android Virtual Device.
When I install HAXM I receive the error:

Intel® HAXM installation failed. To install Intel® HAXM follow the instructions found at: https://github.com/intel/haxm/wiki/Installation-Instructions-on-Windows

I looked over the articles available but nothing helped
