If I download something, Chrome will show the download history button at the top-right corner.

But this button does not always appear and I have no idea what the logic behind this. Sometimes, the button is not there, and I have to go to the menu (three-dot button), and then select “Downloads” to open the Download list in a new tab. That is annoying.
