I don’t see the scss or the css changes i am making on my local.

Trying to customize the theme but don’t see the style changes on my local. using this documentation: https://docs.understrap.com/#/understrap-child/npm not using the child theme though its my main theme i renamed to westcoast.

I have done the npm install and have the npm run watch working but don’t seem to have the edits I am making on the _theme.scss working or the styles.css in theme directory pushing my styles either. using Xampp on my local. and just updated the package.json to have the bootstrap 4 watch command.
