When Android developers release a mobile app update to the 100% of the user base, not all users receive it at the same time, even documents said that it is `random’. What is random in this scenario?
I’m wondering how does Google prioritize users when the developer has set a full update rollout. Is it country dependent? Or device dependent? Or capacity dependent? Or some other variable dependant?
I haven’t find anything on official documentation.
