For example TradingView has published Libraries such as:
TradingView/ZigZag/7

However no Libraries can be found for TradingView here when filtering on “Libraries”:

I have searched the Pine User Manual, Pinecoders and StackOverflow and I have not found an answer.

In addition to the above, in the Pine Editor, when you go to “Open Built-in script…”, it list only one Library called “RelativeValue” and no other Library scripts. When you select the “RelativeValue” Library script it does not open, nothing happens.
