We have an account from an private person where the app was stuck in moderation and never released. At one point, we decided to re-publish the app on behalf of the company, however, our new account was instantly terminated. Google, does not explain the exact reason, however, the only thing that comes to mind is Copyright violation or faking another app

We have two options: we can appeal, or, we can submit documents transferring the rights to the app from one account to another via a dedicated form. Both options are tricky. That’s where I need your advice.
Appeal.
We can explain the situation in detail and it is possible that the situation will resolve itself, however, people say that there is only one attempt to appeal and we want to do everything right.
- Do I have to delete the old account before the appeal?
- What is the correct way to draft the appeal text in this case?
Transfer of rights.
This option is less risky, so we are thinking of starting with it.
- What should these documents look like? Can they be in free form?
- How to convince Google that the documents are valid and not just fake.
Any help and advice would be appreciated, especially from those who have been in similar situations.
P.S. We are still not completely sure that this is the reason for the blocking, maybe someone has other ideas? The application is absolutely ordinary: it is an aggregator of messages from different messengers. No adverts, no obuse, nothing like that, which is confirmed by the fact that the old account is not blocked.
