I live in a conflict zone, and the internet is blocked. They block your internet access by blacklisting IP addresses assigned by specific towers during network registration. For example, 10.111.. is blocked, whereas 10.67.. is internet enabled.
When you come from another unrestricted area and are already registered with an IP address from that area, they allow you to use the internet freely. When you enter the restricted area, all towers continue to function normally. That is, until your device re-registers, which can happen after a restart or when the phone resets the network settings. If you re-register at the restricted area towers, you will be given a non-working IP address. I have been forced to drive to other cities, register at a tower there, and return. It works while the connection is still active, even in restricted towers.
