It does have fillable paths, and there are no permission settings that would prevent access to the PDF. I’m using pdftk – installed on IIS. The path is configured and permissions are set. Is it something that needs to be added to settings.php?

Checked if pdftk was installed correctly, it is.
UPDATE: I decided to use the Entity Print module and use a custom Twig template to print the PDF. Thank you to everyone for their suggestions.
