Is it possible to develop/test the AdminAPI without a financial institution?

I saw this bullet point in the dev docs that stated:

If you are a fintech or other developer working without a financial institution, you are likely using the JackHenry.Dev developer portal. In this case, you will not have access to the Banno Back Office.

Does this mean if you do not have access to Banno Back Office through an FI, you cannot work with AdminAPI?

I tried looking in the jackhenry.dev/portal area for information on this, but didn’t see any.
