I downloaded a pdf file from a government website on my desktop with the default name. I tried opening the file, but it would not open, I downloaded it again typing in my name, it downloaded and I opened it normally then deleted it. The tried to delete the first file however, it would not delete. I tried renaming and moving it, also could not. Tried every solution on CMD, including force delete, would not, I would get a message “The system cannot find the path specified” although the file clearly there.
I downloaded two third party programs (EMCO unlock it and IOBit Unlocker), they also could not delete it. The programs see the file but tags it as “resource not exist”. I double checked the user permissions, all was fine.
I found a similar case on Microsoft Forums and the person with the issue had also downloaded a PDF file from a government website, albeit in a different country. Unfortunately, they were not able to solve the issue. It seems that this is a Windows problem.
I would extremely appreciate if someone can help me get rid of the file as I have tried every solution out there.
