I am trying to create the azure cyclecloud cluster using terraform, can anyone help in this?

I created the azure cycle cloud virtual machine but now I am unable to create the cluster using Terraform.

Basically, first we need to create the azure cycle cloud virtual machine using the IP of the VM we will get one Web portal to configure the cluster, to configure the cluster we need to add the app registration details to do the authentication.
