My site recently got approved for adsense ads. The current status is “Restricted ad personalization” due to not having implemented a CMP for consent. The status is not listed as a “must fix.”

My understanding is that a consent CMP is only required for EU and Switzerland. Can I just NOT set this up, and Adsense won’t show users from there ads? Will users from the US still get the full personalized ads? Do I risk a suspension or ad ban?

I’m not sure ads are right for my site so I want to slowly test the waters before bringing up popup consent forms for something that I may not end up using. I’m fine with not showing ads to Europeans, at least for now.
