I’ve trying to connect to my ec2 instance using putty and connection times out everytime.

I’ve tried everything I could find to troubleshoot my ssh connection, adding firewall rules, disabling firewall, uninstalling, reinstalling openssh client and server, etc.. When I run netstat I can clearly see port 22 is listening, but everytime I try to telnet or connect through putty, connection times out. What else can I try? I am not on any organization’s network
