I have little knowledge about iOS and a client is asking me if an app can shut down all network communications (GSM and Wifi) for the device?

Basically he wants the iPhone (or at least a set of installed apps of other vendors) to be unable to communicate with outside world if the app finds itself in a specific condition.

If yes, which api should I use?
