i have angular app and i cannot make it build and run. It gets stuck on

It’s a simple start template, i haven’t done anything yet but build and serve does not work.
Thats when its on E drive, if i move it to C drive then it will work.

I have tried to remove and then reinstall angular cli didn’t work, i’ve tried to clear cache and remove node_modules folder also didn’t work, PC restart VS Code restart didn’t work.
How can i solve this problem
