I have been trying very hard to convert the USS file in the unix server that has unreadable characters into human readable text characters, I googled a lot but still I couldn’t get a proper solution. When I cat the file, it is showing these characters

Is there any linux command that is available that will convert these unreadable characters into plain text format?
We receive the files everyday in the unix system server in the .csv format, if I cat it, it is showing the characters in non readable format as shown above, so please tell me how to convert it into plain text, any help would be greatly appreciated. Many Thanks in advance.
