We got this problem after delete the old environment and try to create a new one.
Google Composer 2.7.1 airflow 2.7.3
I checked the monitor on several unsuccessful creation, the results are inconsistent, sometime everything failed, some time only environment health (airflow monitoring DAG) failed.

But I found those error in logs for every failed run

I changed IAM permission and firewalls from other answers on the similar problem.
Also tried to increase memory size. Nothing works.
